Sixth-Form Closure Consultation

Proposal to permanently remove Sixth Form Provision

I am writing to consult with staff, students, parents and other stakeholders on a proposal to permanently remove sixth form provision at Harborne Academy, in order to focus on providing the best possible 11-16 provision for our students.

Rationale for the change

As you may be aware, in July 2019 governors took the decision not to recruit students to the sixth form for the following year, meaning there has been no sixth form provision at Harborne in 2020/21 or 2021/22. It is proposed that the admissions arrangements for 2021/22 and 2022/23 be amended to remove sixth form provision (see supplementary proposed revised admissions arrangements 2021/22 and 2022/23 below) and for the Academy’s 2023/24 admissions arrangements to not make any reference to the sixth form provision at all.

The reason for the decision was that sixth form provision is expensive (the DfE states that sixth forms should have at least 200 students to be viable), and the small numbers at Harborne meant the cost of running the sixth form was disproportionately high and the variety of courses we could offer was limited.

We felt we could better serve our students by working closely with our nearby sixth form colleges and other providers to ensure our students have access to a wide variety of courses and specialised facilities nearby.

We have invested in high quality careers support for all Year 10 and 11 students so that we can support them with information and guidance on how to prepare for, access and succeed in their chosen career or course of study.

As there is no current sixth form provision, the proposal has no impact on staffing or staff roles.

Tell us what you think

Permanently removing sixth form provision is considered a significant change by the DfE, which requires us to consult both on the change itself and the change to our admissions arrangements. *

Please take a moment to tell us whether you:

Support the proposal to permanently close the sixth form

Oppose the proposal

Are neutral

Don’t know

If you have questions or comments, we would like to hear them. Please either email them to or send/hand them in an envelope marked Sixth Form Consultation into our school reception.

The consultation will finish on 8th November 2021.

Our governors will consider all views, representations and comments before a final decision is taken.

Yours sincerely

Sue Woodward

Chair of Governors
